Extension cords - Portable Equipment ?

I am the maintenance manager for a minor league baseball stadium. Our season runs from April-August. We have many portable warming and cooling equipment boxes on wheels in the concession stands and out on the stadium concourse the season. This equipment is moved for cleaning on a regular basis and is stowed away during the off season. Also, what about extention cords for box fans hung from the ceiling by chain for air circulation in the concession stands. Does this equipment qualify as portable for temporary wiring (extension cords)? Do GFI's play any role in the code? There are multiple length GFI protected extension cords now on the market.

From what I have read, and taught about temporary wiring and extension cord is that GFCI are only required if hand tools are to be used on them. Such as a drill or sander ect, But as for GFCI in stand according to 2005 NEC if it has refrigerator, cooking devices, and SINK, then GFCIs are required for all receptacles not in dwelling. Which this stand would not Qualify as Dwelling so GFCI would be required on "all" receptacles. :(
