Extension of existing fibrous woven coated wire without ground wire

Hi All,

I have to describe scope of work to install new panel in 15ft away from old panel and extend/reconnect existing wiring from old panel to new panel. I have to describe the worst case scenario in order to prevent change orders and additional cost for the owner.
It is commercial space in NYC high rise building. Replacement of existing branch circuit wiring fed by the panel is not doable since ALL circuits from this panel located in existing areas that are not part of SOW. As you can see in picture some of the existing wiring is wiring covered with fibrous woven and has no ground wire (I do not believe it is “old fashioned cloth covered wiring”).

Below how I see the SOW.
(a). Install new power panel, match circuit breakers trip amp to existing power panel breakers.
(b). Disconnect circuits from existing panel, install splice box(s) above acoustical ceiling or splice box with door in the wall, from the splice box extend existing wiring to new power panel.
(c). Modify existing grounding and binding as required, verify all required work in field.
(d). Remove existing power panel.

Questions:
1. Is there any code section saying entire branch circuit wiring must be replaced in some cases? I can’t find it.
2. Is the fibrous woven coated wire extension with THHN wiring create any code issue/violation?
3. Is the existing wiring without
ground wire create any code issue/violation?
4. Is any electrical work I should add on the list in order to prevent change orders in electrical work?

What you're seeing is rubber insulated, tinned copper conductors. They can be extended with new THHN is you so choose. Given the vintage of those conductors you will most likely not a find a wire type EGC run with the branch circuits because it's either AC cable with the armor as the EGC or a metallic raceway which was used as the EGC. That was and still is code complaint.
