Exterior emergency lighting

My understanding has always been that you are required to have two emergency light heads at the exterior emergency exits. I have been using a fixture specified for a job which uses an LSI cfl wall sconce. The battery backup option clearly states that on their 2 and 3 lamp fixtures in the event of a power loss only one lamp will be enrgized. Is there some exception in the code that allows this? We have passed inspections on two other jobs using this same fixture. New architect asking what provision in the code allows this.

If you have two fixtures at each location, you can say you have the two bulbs required by the life safety code. I don't see how a single fixture at each location meets code.

What you are lighting up is the exit discharge, that component of the means of egress from the exit to the public way. Does an exit discharge have to be illuminated? Seems logical but must admit that one got by me for a very long time.

In reading an online Lithonia document online, they make an argument for requiring the exit discharge to have emergency lighting: http://www.acuitybrandslighting.com/library/ll/documents/specsheets/680.193.pdf bu tthey admit it's subject to local interpretation (like everything).
 
There are specific provisions in the Fire code for discharge lighting. If the stated conditions in the code section exist, then it is required.
