Yes. The receptacle is designed to be in a wet location so the location of the hose bib shouldn't really matter.
I agree with the previous posts, but I have to ask, How far above? It doesn't change anything, I am just trying to picture this. Is it 1 foot above the GFCI or more?
I can picture someone using a electric power washer connected to the GFCI and the hose bib right above it. It would make for a frustrating day with all the nuisance tripping.
