How many feet from building must wire be insulated or covered? Please include a code reference if it exists.

10 feet. (Exception for EGCs and grounded conductors permitted to be bare elsewhere in the NEC)

225.4

Check 230.22 as well for services (No distance, conductors must be insulated or covered, except for the neutral)
