Have a hoist that's running 8 floors. They want me to pull power from inside, pop out on 1st floor and run it up the building( against wall) splicing and teeing off at each floor to feed (2) lights for the hoist landing.
Could I run romex outside or should I use another wiring method because it may be exposed to the elements to a degree?

I agree with Augie unless it's tempoary.
 
What section of Article 590 would permit the use of NM in a wet location for temporary use?
It wouldn't be a code provision but some building departments say that less than a year is allowed and some say that if the conduit is open to the inside and 1 single contious it's considered inside the building. Either way not what you'd want to do in this situation.
 
I'd rather use ser and just put in a small sub panel when it's back inside. UF would be kicking around the scrap pile a while atleast SER could be used in the same capacity on a future project
I've used SEU and SER a lot in temporary wiring. But for lights, It would not be prudent.

By the way, did you ever say if this is temporary wiring?
 
I don't think you can use NM cable anyway because it has 8 floors.

If im reading it right, (that's a big if) 334.10 says NM can only be used in types III, IV, and V types of construction.

Annex E page (70-830) in 2020 code, caps it at a maximum of 5 floors in the best case scenario.

The IBC now allows mass timber construction type 3 and 4 that's up to 20 floors. This is a newer update and why it's tied to construction type not max floor. Also 5 over 2 is a common construction method that puts it at basically 7 floors for top floor and allows NM in those top residential floors of type 3,4,5

You should use a rigid raceway like PVC. The hoist landings are likely going to make a vertical riser cable subject to physical damage. If you want a metal raceway then you'll need to go with RMC. You can use aluminum or steel.
