Would the circuit breakers in a standard 42 pole panel board enclosed meet the definition of externally operable?

My answer is "yes"; at least with all the breakers I have seen.

Application is within elevator machine room to serve elevator branch circuits. Lockable means isn't a problem. Just wasn't sure if breakers met the externally operable requirement.
