eyewash heater

I'm designing a control panel that is supplying power to a tankless eyewash heater, (208v, 3 phase, 18kw, resistive). The manufacturer suggested installing per the NEC. I don't see anything in Art 409. My question is, what article of the NEC do I follow? Art 427? Specifically, do I need to feed this through a gfi breaker? :-?
 
Wow 18 kw. That's a serious eye wash station. Are you sure that's not 1.8?

IMO I would consider it a water heater. No GFCI protection required, but it wouldn't hurt.
 
For a tankless, it is probably 18 KW. They need a lot of power to heat the water really fast.

The unit is on order, (18kw for sure), I'll double check the nameplate and any instillation instructions when it arrives. Looks like for now I'll be going no GFI. Thanks for the comments.
