You need to provide a lot more information to make a determination. What kind of occupancy are we talking about? What codes apply? If you are doing work for a government organization like the VA, Army Corps of Engineers, GSA, etc., they may have requirements beyond the NEC or NFPA. There could be state or local codes that apply. If you are working in a healthcare facility you could be dealing with another set of codes. For what fire alarm function is this cable? If the choice is mine I would not run fire alarm cable outside of conduit. But it is allowed under some conditions.

Not per se. Is the space under the floor considered a plenum or "other environmental air"? If so, you'll have to follow the rules for these areas which at a minimum requires the use of FPLP or metallic raceway.
