First time I'm seeing mc cable in fire alarm spec. i would imagine it has to be cheaper( labor and material) than running EMT. Guess I know have to delve into the NEC to see where it can be used FOR FIRE ALARM.

I see no real advantage to C. Above the ceiling and in the wall regular fire alarm cable can be installed in free air. Typically a stub up is used in the wall for convenience.

I am reading that spec as prohibiting running the cable in free air. I see it as requiring red EMT if exposed and permitting MC where concealed.
 
Yes you're correct it could mean that. I would send an RFI and ask why. And what is a pathway anyway?
In fire alarm, "pathway" is usually associated with circuit class and/or survivability level. The classes are A, B, C, D, E, N, and X and the levels go from 0 to 3.
