Is it necessary to carry a grounding conductor in an fpl cable installed as
open wiring in a metal bldg. The FA panel is power limited 24vdc. The fpl cable will serve initiation devices and notification appliances.

The manufactuer of the control panel states what type of wire is needed and should be used. Who is the panel make and model and I can see if i can get you the right answer.

Not by the NEC.

Follow the instructions, Edwards/GE usually only require shielding/drains on voice/speaker circuits and panel to panel communications, simplex calls for it on the addressable loops frequently and speaker circuits, check what the specs call for, or call the system manufacturer or the rep you're using. NEC has no particulars on it.
