Have a disconnect feeding a fire alarm strobe booster panel,they are next to each other. They are asking the disconnect to be fed via aline side tap of a panel about 400’ away? I don’t believe that is code to havethey line side tap that far away.
 
Tap conductors are limited in length. If the disconnect is adjacent to the F/A panel then the 400' conductors would need to be the same size or sized to the OCPD protecting the conductors they're connecting to.

So if your tapping at the panel 400' which OCPD is protecting those conductors to the fa disconnect adjacent to the f/a panel. The f/a disconnect?
 
I don't follow? Could you explain it with a little more detail?
Ok so there is a panel on the 2nd floor and they want us to tap the line side of that and run pipe and wire to the 10th floor disconnect that feeds the fire alarm booster panel right next to it.

1. Is the tap conductors to the disconnect too far?
2. So what's protecting the tap conductors? I guess the OCPD that's feeding the panel we are line side tapping?

If you're tapping the line side of the panel then the OCPD should be near the panel. See the 10' and 25' tap rules in 240.21.

I agree, you would either need same size conductors as the feeder, or place an overcurrent device within 10 or 25 feet and comply with remainder of whichever tap rule applies. Might just as well supply from a breaker in that panel instead - will be much easier. If worried someone might turn this circuit off, get a locking attachment for the breaker, or even a "key operated" breaker if there is one available. QO does have some of those, simple key - just an allen wrench, but you still need to get a tool to operate it instead of just flip with your finger.
