FA Visual Stobe requirement for Deaf / Hearing Impaired?

Where in the NFPA code does it clearly define where visual fire alarm strobes are required in consideration to deaf / hearing impaired people? Due to the fact that deaf / hearing impaired people may not hear a fire alarm horn strobe, are visual strobes required in every room in every commercial / industrial building? I need a code section that clearly defines this, if possible.

You need to look in your local jurisdiction's equivalent of the International Building Code. The building code defines where alarm notification is needed.

See also NFPA 72-2002 part 7.5.3 where signaling devices are required to meet the ANSI/UL 1971 standard, "Standard for Safety Signaling Devices for Hearing Impaired".
