Face-up recepts in commercial

I know in the current code cycle (08) it states you cannot install an outlet face up in a residential setting,but I could not find anything about a commercial or industrial environment.Is it there or is it legal,just not a good idea?

And which code # is that? If it's there then how have floor recp. been passing all these years?
 
Does the face up receptacle meet the requirements of 100.11 and 110.12(B)? If so it is compliant.

The "Face up" restricition only applies to work surfaces.

406.4(E) Receptacles in Countertops and Similar Work Surfaces in Dwelling Units. Receptacles shall not be installed in a face-up position in countertops or similar work surfaces.

Its not a code violation. I think its a bad idea if the receptacles are counter top high where someone can place cups/drinks at and they spill over. Ive seen this in resturants, and I did not like the design at all.

110.11 Deteriorating Agents.
Unless identified for use in the operating environment, no conductors or equipment shall be located in damp or wet locations; where exposed to gases, fumes, vapors, liquids, or other agents that have a deteriorating effect on the conductors or equipment; or where exposed to excessive temperatures.
Granted a catch all, but in a commercial install IMO a face up receptacle may well be in a questionable environment.
 
I dont like the face up installation either of the recepts,they are installed in a breakroom countertop at a large factory.Primarily used for plugging in toasters and microwaves.I was going to mention it,but I thought I better have the facts first.
