FAILED CONCRETE ENCASED FIBROUS DUCTBANK

I have a section of concrete encased ductbank in which portions of the fibrous conduit has failed. The ductbank is in a congested area and some of the conduits are still in service carrying 24KV primary feeders. As far as I can tell, the concrete is still in good condition and I would like to save the ductbank and use it to carry new 24KV cable.

I am running the idea through my head of using high pressure water to blast out the damaged fibrous conduit to clear the duct. I would then want to somehow reline the duct to prevent abrasion of the new cable by the concrete as it is pulled through.

Has anybody out there had a similar experience or insight that you could share?
