failed inspection

Hello,
I was recently failed on an inspection because the inspector said that I had to deal with the possibility of insect mitigation because the soffit was damaged where the mast enters the attic. It is an older home and it has mesh for a heat vent on the soffit. I siliconed around the pipe, but he said there was no silicone. It was raining so maybe that was true because it washed away, but I'm not sure. Is there anything in the code regarding this? He claims there is, but hasn't shown me any proof and I can't find any. The other thing he faulted me on was that my #6 solid copper wire that went to the grounding electrodes needed to be in pipe. I had secured it using quarter inch straps to the brick, but it went into the earth, not concrete. I am aware that you're supposed to protect your wire from physical damage when it is placed in concrete but haven't heard anything about dirt. Is there anything in the code about this, also?

Deficiency # 1: Outstanding

1. Soffit damage at mast should be repaired to prevent yellow jacket nesting (Insect mitigation)

Date of Inspection: February 12, 2025

If the inspection result above is not “passed”, it is the contractor’s responsibility to schedule a reinspection of correction items.
 
It is not an NEC issue, I could completely remove a section of the soffit and run a mast as far as the NEC is concerned. There could be a building code covering it though.

As far as the GEC, you could sleeve a piece of PVC over it.

There is no requirement to use a raceway unless it is determined that the GEC is subject to physical damage.
