fall of potential testing, ungrounded system power transformer

We have delta-delta ungrounded MV power transformer, dry type, and the client wants to use fall of potential testing with a max ohms of 5 to earth. Is this test viable since there is no system grounded conductor?

You still have an grounding electrode system and that testing is to determine the resistance to earth of the grounding electrode system and have a grounded conductor does not have anything to do with that type of test.
