I just noticed on the job the HVAC man installed a electric wall heater and only list the voltage as 208 single phase, the building is 120/240 single phase. I know a water heater in the reverse situation is okay but not sure about the higher voltage in this situation.

It will probably work but it life may be shortened by the 240 volts. Also some may argue that it's a violation of its listing to use it other than 208 volts. Don't tell anyone but I've been using an old 208 volt heater for years at 240 volts in my garage.

I would tell the HVAC guy to get the correct heater.

It's been my experience that the better quality heaters with finned/non glowing elements are more tolerent of of your situation than a cheap wire type glowing element.
