Fan rated 3/0 pancake?

So WA did a currents on how they were going to interpret the current rule and it's it's very broad. Only over islands and in halls are exempt from fan rated boxes and areas with 4ft or less from a wall.

To pass rough I'd use a 4O pancake fan box and then swap it after cover inspection if the fixture realy won't work with it before drywall.
 
I thought the rule for having a fan rated box installed in an area suitable for a fan (excluding framing being the support) was when you ran a 3 conductor cable. At least that's how it's enforced here.
I need to look through prior codes to see if anything changed. That basically was how it was here as well, but looking at 2023 code I not seeing such wording that I think may have been there at one time. I been wiring the same way over past several years and maybe didn't even know the change, though wasn't violating anything either.
 
Here is the past wording.

(C) Boxes at Ceiling-Suspended (Paddle) Fan Outlets.
Outlet boxes or outlet box systems used as the sole support
of a ceiling-suspended (paddle) fan shall be listed, shall be
marked by their manufacturer as suitable for this purpose,
and shall not support ceiling-suspended (paddle) fans that
weigh more than 32 kg (70 lb). For outlet boxes or outlet box
systems designed to support ceiling-suspended (paddle) fans
that weigh more than 16 kg (35 lb), the required marking shall
include the maximum weight to be supported.

Where spare, separately switched, ungrounded conductors
are provided to a ceiling mounted outlet box,
in a
location acceptable for a ceiling-suspended (paddle) fan in
single or multi-family dwellings, the outlet box or outlet
box system shall be listed for sole support of a ceiling-suspended (paddle) fan
