Would using cheap LED fixtures cause this? Swap out fixtures for better ones?
It's possible, but I would think the fan controller might cause it.
I just finished a new house with dimmers, fan controllers, timers, and dual function breakers throughout.
I had LED recessed lights flickering on dimmers, without a whole lot of rhyme or reason.
One circuit had master bedroom, bathroom, and laundry room. All different brands/trypes of LED lights. Master bedroom had a ceiling fan, and 4 recessed lights on dimmer. 2 bath fans, different styles. No issues at all.
But upstairs, 2 bedrooms, and bath lights on a circuit. Bedrooms had 5 and 7 recessed lights on dimmers, and ceiling fan in each room. Both bedrooms had flickering recessed.
Kitchen, dining, living room and garage lights all on one circuit, with 4 dimmers, recessed lights in every room except garage. No issues at all.
Entry and office were on one circuit, together with outside lights on 2 tumers. The entry lights on dimmer not only flickered, but had a whiny ring.
Loft had 8 recessed lights with the same flickering. Sharing circuit with LED step lights, wall sconces and 2 more recessed.
Basement 12 recessed had flickering.
Basement theater room had 4 recessed lights and 4 LED wall sconces on 2 dimmers, no issues.
Out of all those areas, I was able to remove the flickering in every room except the entry.
Additionally, I was never able to get rid of the ringing in the entry or the loft with the dimmers installed. Had to go back to standard switches.
With all the electronics in everything we're installing, you might just get run ragged trying to find out exactly the cause
