Have a 400 amp main switch feeding 20 apt meters . (Changing the federal pacific panels out.)Can u go for meter line to panel lugs feeding panel .everything is connected with chase nipple so close. That's the way it was wired years ago.
 
400 main feeding 20 apartment meters chase nipple to main lug panel . Then a single 20 amp breaker feeding apt.
