I have a customer with a 149 unit apt. building, all apartments have fpe panels, I am quoting to replace however he also has 4 meter centers with 400amp disc and multiple meter sockets using double 40 & 50 amp breakers for each apartment. The meter centers are fpe also. I am going to give him a seperate price to replace meter centers but will he need to upgrade from the 40 & 50 amp feeds to 100amp feeds to meet current code?

Yes, that's true if these were services. However, from the OP's description they are feeders going to these apartments, and they are not subject to article 230. Assuming the 40 or 50 amp breaker is sized to handle the load they can remain.

Think about it. Does a studio apartment with gas heat, hot water and appliances need 100 amps? Of course not. A small apartment might only need 30 amps.
 
IMO you can replace the panel without updating the feeder ..... BUT

No, 230.79(D) says a 60 amp disconnect is required not a 60 amp feeder.
