Feed through lugs

We have 2 200 amp Square D panels right next to each other and one guy terminated 2 3/0 hot wires under a single lug and jumped to the other panel. I told him we needed a feed through panel but he said the lugs were feed through lugs. It was only under one screw and I thought it had to be a double barrel lug with seperate screws. Having a hard time trying to find it in the code book whether this is allowed or not
 
The answer is not in the code book, it is in the manufacturer's installation instructions for those particular lugs.

Yes, it is possible that a 'single barrel' lug is rated for two conductors.

What device and lugs do you have?
 
From what I have seen if the hole in the lug is round then it is not for two conductors. If it is oval then there is a good chance it is rated for two conductors. But this doesn't replace looking at the mfg. listing of the lug.
