Feed Through Panel

If i have a 200 amp main breaker panel, with feed through lugs at the bottom feeding another panel, can a SE feed the second panel with seperate #2 grounds run from both panels to the ground rods? The feed through lugs are protected by the main breaker, so there is no grouping disconnect problems.

No. The EGC must be routed with the ungrounded and neutral conductors. 250.134(B)
 
James, kudos for trying to find a NEC compliant way, instead of just doing it, but the fact remains - you need to replace that SEU with SER, no matter the difficulty.

I kinda thought i would have to refeed the old panel....... They do it like i said all the time around here on modulars, not that it makes it right...

ooooh... Seperate structures? That was probably okay up until the 2008 NEC.
