Feed through panel

Can you feed the busbar on a feed through panel instead of the breaker, as long as there is not more then six spaces for breakers? This is a main service panel. For example section 230.90A exception 3.

As long as the panel is listed as suitable for use as service equipment, this should be OK. I once used a 4-circuit panel in a situation such as this. My thinking was, 4 circuits is less than 6, so it should be OK. The inspector pointed out to me that the listing said that it was "suitable for use as service equipment only when protected by not more than 2 overcurrent devices".

Also read 408.34 and 408.36.
If 10% or more of the over current devices be 30 amps or less and use the grounded (neutral) this panel will require a main

As far as I know, It can have up to 42 spaces for C.B.'s but you can only use up to six.
