Panel B is then a subfeed from Pnl A.Subfeed is a load and yes must be included as load on A

Terms like sub-feed and thru-feed are not universally defined in our industry.

I have always used these definitions (wish I could post drawings):

In a main lug panel;
Thru-feed means the second panel is fed off of the bussing of the first panel - the first panel needs to include the load of the second panel.
Sub-feed means the second panel is fed off of the lugs of the first panel - the first panel does not need to include the load of the second panel however the feeder does.

In a main breaker panel;
Thru-feed means the second panel is fed off of the bussing of the first panel after the branch breakers - the first panel needs to include the load of the second panel.
Sub-feed means the second panel is fed off of the bussing of the first panel after the main but before the branchs - the first panel needs to include the load of the second panel

Their subfeed lugs wouldn't affect the first panel rating, but the feed through lugs would.
