Feed thru panel vs 25' tap rule

Hi there.

I have a two section panel served from a feeder back at the distribution board. Each section is 42 poles, 208Y/120v. The second section is fed from the first section via feed thru lugs. Teh second section is located directly across the first section in a corridor approximately 6' wide. They are not adjacent to each other but are within sight. Would the tap rule apply here or is just just a standard feed thru installation?

If the feed through conductors are sized for the OCPD ahead of them then the tap rules do not apply.
