Can I come off a transformer to 400 amp main breaker in a feed thru panel, then come off the feed thru lugs to a wireway and tap off of wireway to 2 200amp fusible disconnects?The feed to wireway will be rated 400amps while the taps to each fusible disconnect will berated 200amps.

Depends. See 240.21(B), and better be sitting in a comfortable chair.

Depends on the distance involved from the 400A main to the 200A disconnects....plus a few other tap rules.

Yes, 240.24(B) will allow this type of installation. The 10' maximum length is for when the tap cables are less than 1/3 the feeder device (in this case 400A/3 = 134A).
