Having a difficult time with this wording “The minimum feeder-circuit conductor size, before the application of any adjustment or correction factors, shall have an allowable ampacity not less than the noncontinuous load plus 125 percent of the continuous load.”

Why isn't that phrased to say "after" instead of "before"? If says after then it would read, “The minimum feeder-circuit conductor size, after the application of any adjustment or correction factors, shall have an allowable ampacity not less than the noncontinuous load plus 125 percent of the continuous load.” Doesn’t the ampacity adjustment or correction factors determine the minimum conductor size?

Because the code has more than one provision for determining the required ampacity and some provisions apply before and some after the application of adjustments and corrections? The resulting installation has to meet all of those provisions.
 
If talking about 215.2(A)(1)(b), my e-book version has a link to a note that you may find in the handbook but not in the hard copy book that explains the change from 2011 to 2014, it reads:

Change from 2011 NEC:
Revised to clarify that it is only required to increase ampacity of feeder conductors for ampacity correction and/or adjustment or for supplying a continuous load, but not for both. Conductor selection is to be based on whichever calculation yields the highest ampacity.

• The minimum feeder-circuit conductor size, before the application of any adjustment factors.
• The minimum feeder-circuit conductor size, before the application of any correction factors,
 
"Before" and 125% factoring for continuous loads pertain to 110.14(C) termination temperature limitation for connected equipment, which establishes the absolute minimum size conductor and the maximum circuit ampacity based on the conductor size used.

"After" pertains to conductor ampacity beyond the termination enclosure, aka field wiring, and the conditions of use. Note this portion does not require factoring the continuous load at 125%.
 
Starting to help a little bit.. So ampacity adjustment and correction factors don't have anything to do with 125% for continuous loads which is why they use the word "before"?

Smart $, what you said makes sense. If they could have included that in an informational note, it would have been helpful.
