Feeder conductors too short for new main breaker panel replacement

One of my project requires replacement of an old 100A main breaker panel. The problem is the original feeder conductor is too short and is unable to reach the load side of the new 100A breaker. Does the 2008 NEC code allow splice in the main breaker panel to extend the feeder conductor to reach the load side of the circuit breaker?

Yes splices are permitted in the main panel, See 312.8.

312.8 is the relevant code section and yes it is allowed.
