feeder conductors

Here we have a horton home that was delivered on axles with metal subframe as all are. When it was set up the axles, tires and tounges were removed, (double wide vinyl siding shingle roof brand new), I say according to code it is no longer a mobile home because of what was removed and it was set on a permanent block skirting foundation. therefore it applies to code for service feeders for a home, not a mobile home. The problem is the local emc coop says no, it's still a mobile home because it has a metal subframe. We run 2/0 2/0 2/0 4/0 seer cable for the feeders from the disconnect to the inside panel underneath and strapped to up to the bottom of the home. Back to their reason that it has metal subframe they say the wire has to be in pipe and the ground conductor must be insulated. In seer cable the ground conductor is not insulated, please some help and tell mo if i'm wrong or if they are. thanks.
