Hello,
Does anyone know the origin of 225.36 and why it was added to the code? Why does a feeder disconnect have to be suitable for service? When was it put in the code?

I suggest calling it a building disconnect more than a feeder disconnect.

I do not know the answer to your question but I would be willing to guess that the idea was to ensure a reliable way of bonding the neutral to ground as all service rated disconnects come with that ability.

Not many code cycles ago it was acceptable (in many cases) to use the neutral as the grounding means and not run a sperate EGC. When that was done it was imperative that the neutral be bonded to ground just like at a real utility supplied service.
 
2014 NEC is probably going to be different for this section.

From the draft.

225.36 Type.
The disconnecting means specified in 225.31
shall be comprised of a circuit breaker, molded case switch,
general use switch, snap switch, or other approved means.
Where applied in accordance with 250.32(B) Exception,
the disconnecting means shall be suitable for use as service
equipment.
