I have incoming utility in building A in main service breaker whose load side feed the trough. The trough has tapped conductor to 100A fused disco. Their is 3#2/0 + 2/0G in PVC conduit from 100A fused disco going outside the building underground into accessory Garage. The feeder come into junction then they change to 3#2+#2 god which then go into main 100A fuse disconnect G for the Garage. Please see attached sketch.
Questions:
1. The change from 3#3/0 to 3#2 is it allowed by code? Is this considered tap or splice?
2. As I am being told change is done so that grounding electrode conductor size per NEC 2014 section 250.32 at disco G would be based on 3#2 not 3#2/0. Would this be allowed per code NEC 2014? Should it be based on 3#3/0 or 3#2?
