Feeder for AC unit

At a single family dwelling, is it acceptable to feed an outside AC unit by exchanging the load side lugs in the house meter enclosure in order to accept two sets of service entrance conductors and have one set feed the house service panel with main protection located in the basement and the other set of service entrance conductors feed a fused disconnect, suitable for use as service equipment, mounted on the outside wall and nippled to the house meter enclosure? Feeders would run in raceway from this disconnect to the AC unit directly. The AC unit is within sight and within 25 feet of this disconnect.

I agree with wireguru.
The "standard" method of accomplishing that task locally is a panel at the meter with either feedthru lugs or a breaker for an interior panel plus breaker(s) for the HVAC unit.
 
you know guys I can really play devils advocate on this one, from just one article:

230.70 General.
Means shall be provided to disconnect all conductors "in" a building or other structure from the service-entrance conductors.

and since none of these conductors enter a building, the disconnect in 230.70 is not required, so grouping (230.72) is out, sure other articles will apply such as requirements for a disconnect, for maintenance, over current protection, Etc.. but none of these will require them to be grouped with the service disconnect.
