Feeder Neutral Load confusion

Studying for my masters exam and I'm struggling with the load calculations a little. In example D2(a) they use the full nameplate rating of the range in the optional calculation, but then use the range demand factor in the neutral calculation. Can anyone explain this to me like I'm 5? Does it have to do with using the standard calculation for the neutral instead of the optional calculation?
 
Note the last sentence in 220.82(A) which allows you to calculate the neutral load per 220.61
 
Without looking, I believe that goes for both the standard and optional method.
Is that correct Old wise one?
I checked with the old wise one and he agreed that 220.82 which in the "optional" allows you to use 220.61 which is in the standard
