According to the NEC 2023 code book, can I use copper #4 (4-3WG) to a 125 amp panel if my load doesn't exceed 90 AMPS?

The load would have to be 85 amps or less and the supply side OCPD would have to 90 amps or less.

The panel can be 125 amps but as Don stated you're limited to a feeder OCPD of 90 amps.
