Is there anything in the NEC about splicing feeder runs for the last few feet for pull through convenience? As long as the conductors supply the same equipment, this wouldn't fall under any tap rules, am I understanding that correctly? Only thing I could find was 310.10(H) referencing how to treat parallel conductors when spliced.

Splice all you want. Often done when conductors have been upsized for VD and use smaller conductors at each end. Also done to take advantage of 90 degree ratings of conductors for most of the run and splice in larger 75 degree conductors at each end.
