400 amp Main breaker disconnect Load side lugs have 250 MCM going to a Main breaker 150 amp Main Breaker panel and # 1 going to a 100 Main Breaker panel. Should the #1 be 1/0?

#1 is 130 amps so you're 3 amps short for the 1/3 minimum. Not sure that I completely understand your setup.
