If you have a feeder to a out building 20 amp 120/240
Can you tap off it to supply a 120v duplex receptacle from somewhere midstream of the feeder?
I say yes as long as the feeder is only breaker Ed at 20 amp max!

If you have a 3 wire- 2 hots and neutral then as long as the wire is the appropriate size for the overcurrent protective device then there should be no issue.

If you splice a 20 amp conductor to a 20 amp feeder there is not tap, just a splice.

Its probably really not a feeder but a branch circuit.

can the same branch circuit feed an out building and something else? I think the answer might be no.

Note I said "might". It kind of depends on what the receptacle is for.
There is no section which prohibits splicing into a branch circuit that supplies another building. If it actually were a tap, that'd be a different matter and one where "the answer might be no." :D

Spliced in, it can be any load suitable for the circuit rating (plus loads at outbuilding).

If less than 20A conductor on 20A branch circuit (aka tap), must meet the requirements of 210.19(A)(4) Exceptions.

here are two cases where it could not be.

(2) Laundry Branch Circuits. In addition to the number
of branch circuits required by other parts of this section, at
least one additional 20-ampere branch circuit shall be provided
to supply the laundry receptacle outlet(s) required by
210.52(F). This circuit shall have no other outlets.
(3) Bathroom Branch Circuits. In addition to the number
of branch circuits required by other parts of this section, at
least one 20-ampere branch circuit shall be provided to
supply bathroom receptacle outlet(s). Such circuits shall
have no other outlets.
