feeder taps within panelboards

Is there anything preventing someone from tapping a 200amp panel feeder within a panel with bugs (or other approved tap connectors) and feeding out to another 200amp panel remotely. This is a standard panelboard (not a box with extra gutter space as in some riser type panels). I cannot find anything relating directly to this, but would think at the very least a calc of wiring in the gutter space would apply. If the space meets requirements, are the tap connections allowed in a typical panel?
 
If you connect to a 200 amp feeder with 200 amp conductors then you do not have a tap. (Think of it as a splice). This could make a difference since tap rules will not apply.
