If I have a 480V mcc (MCC-A) and I want to connect another 480V mcc (MCC-B) and have it fed from MCC-A and the distance is over 10ft, is this considered a tap and I must provide a circuit breaker at MCC-B for the feeder from MCC-A to MCC-B? Or can I size the feeder to MCC-B the same size as the main feeder on the incoming to MCC-A and not need a circuit breaker?

If the feeder to the second MCC is the same size as the original, then it is not a tap, assuming that the original feeder is protected by an OCPD with a rating equal to or less then the ampacity of the feeder.
