feeder to separate building

Hi...we have an industrial client with several buildings on-site at the plant. They want to install a feeder from the main switchboard in one building to a distribution panel in another building, and are wondering if they need a main breaker in the distribution panel. According to NEC 225-32 for outside feeders to more than one building or structure, we feel that per Exception No. 1, since the feeder breaker in the main switchboard is "on the premises" of the plant, and they are under a single management with a safe switching procedure, they do not need a local disconnecting means.
