Are these feeds to the motors considered a feeder by NEC definition terms? I'm thinking yes because the motor disconnect is the final OCPD.

A non fused disconnect could not be a ocpd there I no protection from over current

If it doesn't have a fuse then it does not have overcurrent protection it's merely a switch.
