Feeders run through multiple dwelling units

Is it legal to run feeders through one dwelling unit to the next dwelling unit? Example: A duplex condo unit with the meters mounted on one side of the building. Can the feeders for dwelling unit "B" feed through dwelling unit "A"? If not what article in the NEC does this violate?
 
We've got duplexes with side-by-side garages, panel in each garage, dual meters on one exterior wall. Feed for opposite unit is Teck feeding down from meter, under both garage slabs, up opposing wall. Best part: Cable from meter to slab must be encased in concrete to "prevent damage" but same does not apply for cable from slab to panel or from meter to panel.
 
If the AHJ allows th epoke through, you can use Aluminum conductor Mc cable and it limits the labor of creating the sleeves, it's firewall rated just caulk around it. If you are going in the slab, same Aluminum feeder mc is available with a pvc jacket that is rated class 1 div 2. sunlight & concrete encased rated.
