Feeders t tap

In a 225 AMP Electric Panelboard, Parallel 350 MMCM Feeders are T Tap Splice to derate down to single 350 MCM to terminate on 200 Amp Main Circuit Breaker. 350 MCM Copper Cable out layer of copper are trimmed down to fit on 200 AMP Main Circuit Breaker 250 MCM Lug. Is this a NEC code violation.
 
Not explicitly, that I know of. However, it is considered an unrecognized installation method, and is also considered to violate 110.3(B)...
