So I have a lot of these bollards that are 5' apart. Trying to think of most practical way to feed this regarding conduit. Under has to be PVC 40 and elbows rising up have to be PVC coated RGS.

1. Put a box under each bollard and run straight run to each box but then I have to get from box up into bollard
2. Pre Fab a few feet of PVC with PVC coated RGS elbow on each end. This would be used for every 2 bollards.

You mean use PVC RGS for all and no transition or short piece of PVC then go to PVC RGS when turning up?
I would price it both ways. Obvpvc is cheap when compared to coated RMC but you'll need to figure in the labor costs. Are the elbows going to be out of the ground? If not why do they need to be RMC? You've stated that underground can be PVC why doesn't that include the elbows?
