Feeding Control Panel

Panel feeding control panel is in sigh as note says. I don't need disconnect per code but not sure why it says overcurrent device in control cabinet. Shouldn't the OCPD in the panel feeding the control panel be sufficient?

Aslo would I need a neutral to feed the control panel? Thanks

I see it there is likely supplemental overcurrent protection within in your control panel. They are mostly telling you you don't need the local disconnect if the branch circuit device is within sight, which is what code would require anyway.
