Feeding Panel from meter Question

I have panels in the basement of 3 condos. They are only 6 cir cans. I bought main lug cans and added a mian breaker. I have a hot water heater in basement for each unit, condenser out side for each unit and I have to feed a sub panel in each unit.
What I did was took the load side of the meter and fed it to a 100 amp breaker in the 6 cir can. Then put a single 20 and a 2 pole 30 in. Is there an issue with me cutting the sub panel into the main lugs?
I really dont see why there would be.
I have gotten quite a few comments from other electricains who have seen this. One told me to feed the panel from the main lugs and put the sub panel off the 100 amp breaker. ?????????
I really dont see an issue. I am going for a final next week. Although makeing mistakes is how we learn...... it doesn't look good infront of a contractor.
Any thoughts..............
 
I would think if these condos are seperate buildingings there wouild not be a problem to feed the ML and limit the number of hand movements to 6 230.71??

there is an existing 200 amp main service disconnect before the meters. This is in down town Boston, and this service enters the building underground in a strange location (existing). Then I have a cable that runs 25 ft from this disco to my meters. I OWN CHANGING THE PANEL TO EACH UNIT IN THE BASEMENT AND THE SUB PANEL IN EACH UNIT. NOT THE SERVICE
 
From what I read are you asking if it is okay to use a main lug panel and install a 100 amp breaker in it to serve as the disc for the panel. I say yes but if this is a main you must use a hold down kit for the breaker unless you use a main breaker conversion kit.
