I am looking for guideance grounding two and one half miles of plastic coated chain link fence. It has three strands of barb on the top, the barbs are exposed metal but the cable is plastic coated also. If a ground is attached to a post, only that post will be grounded because of the plastic coated ties and insulation. Any helpfull suggestions would be appreciated.

A ground rod wouldn't clear a fault if the fence were to become energized.

Where is this fence installed at? If it is under or very close to high voltage transmission lines it may require grounding.

Sounds like you are trying to keep something out or in. Either way, the lack of grounding could help.

In that case you many want to isolate and energize it
There is no code rule that would require this fence to be grounded.

In most cases, an all metal fence with metal poles would not have this problem, but a metal wire fence on wooden poles may have this type of problem. While not exactly the same there is some information on this problem here. The information starts on page 2 of the PDF. Section 5 of the document (p14) talks about the shock hazard.

And there lies the problem, someone thinks this is a safer installation, so it makes specs and next thing you know non-UL-listed ground rods are being driven all over the country, the non listing is discovered all those rods MUST be removed and UL listed rods installed..Money for some contractor.
