We are installing a 4' chain link fence that is mounted on a plastic "jersey" barrier which is filled with water. It's purpose is to provide a secured boundary around a construction area. Is it required to be grounded? There are no overhead power lines in the area and no chance for step potentials. I can't seem to find anything that tells me when a fence is required to be grounded.
